Cai Silan, a 21-year-old girl, died of a cerebral tumour in Yongkang city of East China’s Zhejiang Province. She became the first voluntary organ donor in the city, as her mother followed her wishes to have her organs donated.

A selfless act, but navigating the donations system was not a smooth ride. Wu Xiuye, Cai Silan’s mother, said, "I’m obliged to help my daughter fulfill her last wish. I had asked the doctors how to proceed with donations and who I should talk to, but they said they had no idea either. They told me to go and find out for myself."

However, the grieving parents found themselves facing backlash from relatives and local communities.

Wu Xiuye said, "My husband’s cousin cursed me and even asked me how much money we had received. Others called us cruel-hearted, asking why we would have our daughter’s organs donated instead of keeping her body intact."

In fact, the parents only received compensation worth 1,600 yuan. In China, successful cases of voluntary donations like this are not common. Most donations come from condemned prisoners. Statistics show that about 1.5 million people in China need organ transplants, but only some 10,000 transplants are performed annually.

Huang Jiefu, Vice Health Minister, said, "The Health Ministry is also working on a national system to reduce its reliance on organ donations from death row inmates and encourage donations from the public."

China Red Cross officials say that revision of the Regulation on Human Organ Transplantation was included in the State Council’s legislative agenda for 2012, which is expected to be completed by the end of the year. This means a legalized channel for donations that protects the rights of donors is likely to be launched in the near future.
