中国发布核应急白皮书

The white paper introduces the country's status quo and plans in maintaining nuclear safety.

The paper briefly traces the development of China's nuclear energy industry. It says as of the end of October 2015, in the Chinese mainland, 27 nuclear generating units had been in operation, with a total installed capacity of 25.5 GWe. Another 25 units were under construction, with a total capacity of 27.5 GWe.

In terms of promoting China's nuclear emergency preparedness, the paper says the country is sticking to a policy known as "One Planning plus Three Systems". "Three systems" refers to legislative, institutional and regulatory systems.

The paper details a national unified emergency response capabilities system, involving multiple technical support centers and training bases. They feature a full array of disciplines including radiation, aviation, meteorology and medical rescue. The system also includes over 30 national-level professional rescue teams specializing in various types of rescue missions. And a national nuclear emergency rescue team of over 300 people is being formed to cope with possible severe accidents.

The paper also details China's working measures to control and mitigate nuclear accidents. It lays out the five lines of defense.

They are: quality of design, manufacturing, construction and operation; strict operation procedures; automated plant safety and protection systems; accident handling procedures to prevent radioactive leaks; and in the event of failure of these lines of defense, off-site emergency actions shall be immediately activated to minimize any impact on the public or the environment.

Finally, the paper says China will reinforce public communication and information disclosure about nuclear emergency preparedness. Measures will be taken to ensure the public's right to supervise the country's nuclear safety.
