"Little Giants" companies are leading technology-based SMEs with annual production value over 1 hundred million.
They are mostly distributed in the field of strategic emerging industries including aerospace, biomedicine as well as new energy.
Tianjin, one of the biggest industrial port cities in China, launched the cultivation project in 2010 as part of its efforts to support the development of technological enterprises of small and medium size.
Under the project, the number of "little giants" companies has amounted to 1800, an increase of 1000 compared to 2010.
The rise has given a great boost to the municipality's economy, with the total industrial output value of SMEs reaching 860 billion, accounting for 34 percent of the city's total.
Tianjin Technology Entrepreneurship Services Center is one of the earliest institutions in China to provide services for technology-based SMEs.
The so-called "business incubator", which was introduced from overseas, was designed to help emerging growth companies survive and grow during the startup period when they are most vulnerable.
Ma Fengling is the Director of the center.
"First, with full understanding of the overall development of Tianjin's technology-based SMEs, we provide full-range consultation to emerging companies. The second, we host or co-host training programs and seminars on the theme of starting a business, financing, as well as innovation."
So far, the center has offered services to and thus developed over 300 SMEs into "Little Giants" companies.
Ma says that the development of these companies is a major step forward for the city in terms of science, technology and innovation, which is highlighted in the 18th CPC National Congress held in 2012.
"70 percent of science and technology-based SMEs and 85 percentof technological 'Little Giants' enterprises are distributed in the field of strategic emerging industries. They are laying a significant foundation for the development of strategic emerging industries of Tianjin. "
Tellyes Scientific is one of the companies to be certified by the center.
The company specializes in developing, manufacturing as well as the sale of advanced medical education products.
It has grown into China's leading medical simulation provider with its products applied to nationwide medical teaching, as well as abroad, including Africa and South America.
Liu Yanfei, Chief Technology Officer, is confident the company can continue with the progress.
"We hope to rank the third in the field across the world in 5 years, and I'm confident with this since we have a team consists of 150 excellent researchers, which is bigger than any other companies of the field in China . "
Recently, the local government has mapped out another three year plan - this time to double the current number of 'Little Giants' enterprises by the end of 2015.
100 of those are expected to generate an annual production value of 1 billion.
The move is further expected to boost the acceleration of the city's economy.
