中国将继续努力应对气候变化

A high-level forum has been held in the China Pavilion at the conference.

Xie Zhenhua, head of the Chinese delegation, and Liu Zhengmin, the Chinese vice Foreign Minister both attended the forum.

Xie Zhenhua, also deputy director of the National Development and Reform Commission, released China's Policies and Actions for Addressing Climate Change.

Based on a thorough assessment of the impact of climate changes in China, the document is a joint effort combining nine departments of the Chinese government.

"The document specifies guiding principles, goals, key tasks and concrete measures in addressing climate change. This is significant in enhancing China's capabilities of adapting to climate change."

Pushing forward Carbon Emissions Trading Pilot Programs nationwide is highlighted in the document.

Under the trading program, those emitting below their quotas will be able to sell their excess limits to other emitters and even investors for profit.

The carbon emission market was first launched in Shenzhen in June and another 7 cities and provinces, including Tianjin, will soon follow.

Wang Jing, is general manager of the Carbon Emission Exchange in Tianjin.

"Promoting Carbon Emissions Trading Pilot Programs is solving environmental problems through means of market. It helps reduce carbon emissions. It also pushes forward industries that are capable of reducing carbon emissions and therefore helps tackle climate changes."

Rachel Kyte, vice president for sustainable development at the World Bank, praised China's efforts in addressing climate change.

"We have been supporting China in such efforts in the past. We look forward to continuing to work with China and the Chinese leadership in order to do more going forward. But most importantly, the relationship is marked by positive, dynamic, open and frank dialogue, the kind of relationship that we aspire to have with everyone. And I hope the World Bank group can provide a platform for others to access Chinese learning and Chinese experience."

Xie Zhenhua says China will play an active and constructive role at the high-level negotiations of the UN Climate Change Conference.

Xie also says China will work hard to address climate change no matter how the global climate negotiations proceed.

He said China's climate change policy is not made because of "international pressure," but derives from the "inherent requirement of China's sustainable development."
