US President Barack Obama has laid out his plan for reducing record budget deficits and mounting national debt. He also called for negotiations with congressional leaders to reach agreement on a plan. Wednesday's move comes a week after a Republican plan was put forward that called for significant tax and spending cuts to balance the budget and reduce debt.

The deficit issue has become entangled with a vote Congress will soon consider on raising the nation's $14.3 trillion debt ceiling. Treasury officials believe the US could default on its debt in early July if the debt ceiling is not raised.
