税制改革征求公众意见

People across China are now offering their own ideas, on just how much they should be taxed. The Standing Committee of the National People's Congress started to solicit public opinion on Monday, over amendments to the country's personal income tax laws. A higher minimum threshold, and lower brackets, seem to be grabbing the most attention.
中国的民众对他们应该交多少税发表自己的想法。全国人民代表大会常务委员会周一开始对国家的《个人所得税法》的修正案征求公众意见。更高的个税起征点和更低的纳税等级成为民众最关注的问题。

The draft increases the minimum personal income tax threshold, from 2,000 yuan per month, to 3,000. China currently uses a nine-bracket progressive rating system, but the draft would eliminate the 15 and 40 percent levels. The amendment means relatively low taxes for those who earn more than 3,000 but less than 20,000 yuan per month, and higher taxes for those who make more than that.
草案将个人所得税起征点从2000元提高到3000元。如今中国实行工薪所得9级超额累进税率，但是草案将取消15%和40%两档税率。该修正案意味着对于月收入在3000~20000元之间的居民税收相对比较低，而对月收入超过这个数字的人税收就高一点。

The draft, which was submitted to the country's top legislature for the first time, did not receive approval after lawmakers put forward suggestions. The amendment will be made public to generate feedback, and be put to a vote in the NPC as soon as possible, after undergoing further revisions.
这项草案首次提交到中国最高立法机关，但立法者提出建议后该草案没有得到批准。进行进一步修改后，修正案将公诸于众，形成意见反馈，并将尽快在全国人民代表大会上进行投票。
