欧盟新规将使手机漫游更便宜

The European Union is introducing new rules for the cheaper use of mobile phones abroad. The proposal is seeking to spur competition among providers and put new caps on roaming charges.
欧盟正在引进手机国外漫游更便宜的规定。目的是要刺激运营商的竞争，制定漫游资费的新上限。

The European Commission also says that from July 2014, operators will be required to open their networks to providers from other EU states, giving consumers more providers to choose from. The new rules will kick in when the bloc's existing regulation on mobile roaming expires at the end of June next year.
欧盟委员会还表示，从2014年7月开始，运营商要对其它欧盟国家的运营商开放他们的网络，给用户更多选择营运商的机会。新规定将在明年六月底现行规则到期后开始实施。

Experts says the plan will increase competition in the roaming market, and ensure customers get a significantly better deal in terms of prices and choice of services.
专家称，这个方案将增强漫游市场的竞争，保证用户在价格和服务选择上能得到更好的公平交易。

"The whole package means in the short term that you will pay lower prices when phoning abroad or when texting abroad. And for the first time in the European history also there is now a cap on data roaming so that means that there is a limit which may not be asked for by operators when you roam with your data. That’s the first good news for the consumers. The second news is that there is an expectation in the medium term that there will be specific roaming operators on the market which will compete with the incumbents and that will mean for the consumers that there will be lower prices all over the place."
