中国公布抗击艾滋病的新计划

China has published a new initiative to combat the AIDS epidemic. Called the AIDS Action Plan for the 12th Five-Year program, it is the government’s latest effort to fight the disease.
中国发布了新的倡议来抗击艾滋病。《艾滋病“十二五”行动计划》是政府抗击这种疾病的最新努力。

The plan aims to reduce the number of new AIDS cases by 25 percent and lower the death rate by 30 percent than that of 2010. If these targets are met, the total number of both infected and diagnosed AIDS patients should drop to less than 1.2 million by 2015.
该计划旨在将艾滋病新病例数比2010年减少25%,死亡率比2010年减少30%。如果这些目标可以实现,到2015年,艾滋病感染者和确诊病人的总人数应该少于120万人。

The plan also calls for an information campaign on AIDS awareness and prevention aimed at reaching 85 percent of the urban population and 80 percent of the rural population.
该计划也需要进行一场关于艾滋病认识和预防的信息宣传活动,目标是85%的城市人口和80%的农村人口。

Wu Zunyou, Director of CCDI HIV/AIDS Prevention & Control Center, said, "One distinguished characteristic is the many newly diagnosed people who were infected 7 to 10 years ago. This proportion has risen to 28% last year from 20% in 2008, that means close to one-third AIDS patients has been taken HIV/AIDS for years before they realized. Such late diagnosis is the bottleneck for our work now."
中国疾控中心性病艾滋病预防控制中心主任吴尊友称:“一个显著特征是许多新确诊的病人已被感染7到10年。这个比例从2005年的20%上升到去年的28%,这意味着三分之一的艾滋病患者带有HIV、患有AIDS多年而未知晓。这样的晚期诊断是我们现在工作的瓶颈。”

To prevent the spread of AIDS in the early stages, the plan also calls for AIDS tests to be accessible to as much as 70 percent of the high-risk population.
为了在早期阶段阻止艾滋病的传播,计划还要求70%的高危人群能获得艾滋病检测的机会。

At present, China has an estimated 780,000 people living with HIV/AIDS, including 154,000 AIDS patients. The AIDS epidemic remains a grave problem as a large number of potentially infected people have not been diagnosed. However, discrimination, and the fear of being stigmatized, makes people reluctant to access life-saving HIV testing, prevention and treatment services.
目前,中国预计有78万人携带艾滋病病毒或患有艾滋病,其中包括15.4万名艾滋病病人。艾滋病的流行仍然是一个严重的问题,因为很多潜在的感染者还没被诊断。然而,歧视以及害怕受耻使人们不愿意接受救命的艾滋病病毒检测和防治服务。

Wu Zunyou, said, "Although discrimination has reduced greatly recently, it still exists."

The plan once again highlights the importance of eliminating discrimination in all parts of society and the need to take urgent action. As being prohibited by law, institutionalized discrimination, in hospitals, schools and workplaces, must not be tolerated, and must be challenged wherever it exists. Beyond the treatment of the disease, great efforts are expected to be made to help victims maintain their dignity once their AIDS status is revealed.
计划再次强调在全社会消除歧视的重要性和采取紧急行动的必要。由于法律禁止,医院、学校和工作场所的制度化歧视不能被容忍,只要有歧视的存在,就不必须受到挑战。除了这种疾病的治疗之外,一旦受害者的艾滋病病人身份被揭露,还必须努力帮助他们维持尊严。

Chang Dili, Beijing, said, Beyond the plan’s ambitious targets, many are calling for more concrete steps to guarantee the rights of people living with AIDS to freedom from discrimination. This may mean a more critical role for the government in taking action to achieve this vision.
