Now let's take a look at Chinese lawmakers' efforts to improve the socialist legal system in the past year. Together, they have revised eight existing laws and passed three new ones. Zhang Nini has this report.

The turning point is marked by the establishment of a socialist system of laws with Chinese characteristics by the end of 2010.

A significant improvement is the adoption of the eighth amendment to the Criminal Law. Thirteen offenses, mostly economic and non-violent crimes, are no longer subject to capital punishment. Sterner sentences are prescribed for organized crimes, dangerous driving, payment defaults and illegal sales of human organs.
一项重要的改进是通过了《刑法》的第八个修正案。13种违法行为不再判死刑，这些违法行为大部分是经济犯罪和非暴力犯罪。有组织的犯罪、危险驾驶、付款违约和非法买卖人体器官将判更严厉的刑。

In wider efforts to protect the rights and interests of its citizens, China amended its individual income tax law. Starting last September, the tax exemption threshold rose to 35-hundred yuan from 2000 yuan. It's estimated that 95 percent of income tax payers will benefit, and 88 percent of wage earners will not have to pay any tax.

Chinese citizens are to have their fingerprints recorded when applying for or changing their resident identity cards. The revised Resident Identity Card Law aims to prevent counterfeiting, but also raises concerns for potential information leak.

The Standing Committee has also deliberated on and adopted new laws. The Law on Intangible Cultural Heritage protects practitioners and their abilities to pass on the skills. The Law on Vehicle and Vessel Taxation aims to link the tax rate to engine size. There's also the Administrative Coercion Law, which provides a legal basis for the guarantee and supervision of the administrative organs.
全国人大常委会也商讨、通过了新的法律。《非物质文化遗产法》保护从业者及其技能传承的能力。《车船税法》旨在将税率和引擎大小联系起来。《行政强制法》为行政机构的保障和监督提供法律基础。

The Standing Committee has also revised laws on the Budget; Concerning the Prevention, and Control of Occupational Diseases; and Military Service.
全国人大常委会还修订了《预算法》、《职业病防治法》和《兵役法》。

Now under deliberation is the draft amendment to the Criminal Procedure Law. Many are hoping for a further refinement of China's legal system.
