美国批准向中国出口高科技产品

US Ambassador to China, Gary Locke says the US Embassy will bring a delegation of US high-tech companies to Shanghai, to meet interested Chinese buyers. China has welcomed the move. However, analysts say any decision by the US is symbolic, and the effect will depend on how it is implemented. Our correspondent in Washington Wang Guan takes a look.
美国驻华大使骆家辉称,美国大使馆将带领一个美国高科技公司代表团到上海,与感兴趣的中国买家会面。中国欢迎此项行动。然而,分析家表示,美国做的任何决定都是象征性的,效果取决于如何执行。我们在华盛顿的记者Wang Guan前去看看。

Selling something as seemingly harmless as brake pads to China can sometimes get a U.S. company in trouble.

The same rules apply for a whole host of different items, such as the SIM card, which can be found in everything from tablets to cellphones.

This is due to a long-existing US export control regime. Brake pads and SIM cards, for example, are considered "dual-use" goods as they could potentially be used for military purposes: brake pads for military vehicles and SIM cards to program a missile.

CCTV's Wang Guan said, "But some of these restrictions are getting scrapped. U.S. Ambassador to China Gary Locke confirmed earlier this week that the U.S. government is relaxing the export of 40 kinds of high-tech products to China, and that's the beginning."

China's Foreign Ministry said in a regular briefing that it "welcomes this move," and added that "mutual benefit is the essence of Sino-US economic and trade relations."

We asked Dan Ikenson who has been studying trade policies for 20 years, why the U.S. is the loosening these restrictions now

Daniel Ikenson, director of CATO Trade Policy Center, said, "A number of bureaucracies and congressional committees have been involved, some of whom were resistant to the loosening. Streamlining the procedure means one agency has to be weakened and some people may lose oversight."
卡托贸易政策中心主任Daniel Ikenson称:“一些政府机构和国会委员会牵涉其中,一些人反对放宽限制。简化程序意味着一个部门必须被削弱,一些人可能失去监管。”

Last year, the U.S. trade deficit with China soared to nearly 300 billion U.S. dollars, or around 1.9 trillion renminbi. This year the trend continues. In January alone, the deficit was $26 billion in China's favor.
去年,美国对华贸易逆差猛增到近3000亿美元,约合1.9万亿人民币。今年这种趋势还在持续。单单一月份,对华逆差就达260亿美元。

The U.S. government has been blaming the trade imbalance on China, accusing Beijing of keeping the value of China's currency artificially low to make its exports cheaper. Washington also has accused China of providing subsidies to Chinese companies, enabling them to undercut their competition.
美国政府将贸易不平衡归咎于中国,指责中方人为地使中国货币贬值,使其出口产品更加便宜。美方还指责中方为中国公司提供补贴金,使他们能削价竞争。

China maintains the imbalance is due to the U.S. over-regulating trade and restricting the sale of too many of its advanced technologies.

Daniel Ikenson said, "It's a meaningless discussion. It's a political discussion. China may have sold 400 billion goods to America last year, but only half of them are Chinese value. The rest was value created for other countries including the U.S. The perception that one is the winner in bilateral trade over simplifies the issue."
Daniel Ikenson表示:“这是一场无意义的争论。这是一场政治争论。中国去年可能向美国出售了4000亿美元的商品,但是其中只有一半是中国创造的价值。剩下的是包括美国在内的其它国家创造的价值。在双边贸易中只有一方是赢家的观点将问题过度简单化。”

In May, a business delegation will go to Shanghai to meet representatives from the Chinese companies buying the high-tech goods now approved for shipment to China.
五月份,一个商务代表团将到上海,与购买高科技产品的中国公司的代表会面,这些高科技产品装运到中国现在已获批。

The export of over 100 other high-tech products to China will be negotiated in the next few months.
出口到中国的其它100多种高科技产品将在接下来几个月进行协商。
