In his speech at the opening ceremony of the 2nd World Internet Conference in Wuzhen, Chinese President Xi Jinping stressed respecting cyberspace sovereignty, maintaining peace and security in cyberspace, and promoting open cooperation and good order. 国家主席习近平在乌镇第二届世界互联网大会的开幕式上发表致辞，他强调要尊重各国网络主权，维护和平安全的网络空间，促进开放合作，构建良好秩序。

"网络主权"这一概念的提出对于互联网全球管理(Internet global governance)有着重要的意义。每个国家都有权利创造属于自己的网络管理模式(Internet governance model)，各国网络主权理应得到尊重。中国政府坚决反对网络霸权(Internet hegemony)，不干涉他国内政(foreign interference in internal affairs)，不从事、纵容或支持危害他国国家安全的网络活动(online incitement that could threaten national security)。

网络空间是人类共同的活动空间，网络空间前途命运应由世界各国共同掌握。各国应该加强沟通、扩大共识(expand consensus)，共同构建网络空间命运共同体(build a cyberspace community of shared future)。

暗物质探索

China on Thursday sent into space the country's first Dark Matter Particle Explorer (DAMPE) Satellite in a fresh search for smoking-gun signals of dark matter, invisible material that scientists believe makes up most of the universe's mass. 17日，我国将其首枚暗物质粒子探测卫星送入太空，以探索来自于暗物质的确凿无疑的信号。科学家相信，肉眼无法看见的暗物质构成了宇宙质量的绝大部分。

这枚名为"悟空"(nicknamed "Wukong")的暗物质粒子探测卫星重1.9吨，书桌大小(desk-sized)，于17日凌晨在甘肃酒泉卫星发射中心搭载长征二号丁运载火箭升空。科学家期待这枚以中国古典小说《西游记》(Chinese classical fiction Journey to the West)中拥有"火眼金睛"的"美猴王" (the Monkey King with penetrating eyes)命名的卫星，可以帮助掀开暗物质的"隐身衣"(lift the "invisible cloak" on the dark matter)，为暗物质假说提供更多信息。

暗物质(dark matter)有多火？连《生活大爆炸》里的"谢耳朵"都转行研究暗物质了。据天文学家(astronomer)估算，宇宙中95%以上是人类还没有弄清楚的暗物质(26.8%)和暗能量(dark energy)(68.3%)，只有不到5%是已知的普通物质。科学家们认为，暗物质是宇宙大爆炸(big bang)的产物，在宇宙演化(evolution of universe)中起着决定性作用，也决定着宇宙的未来。

对台军售
arms sale to Taiwan

The Chinese foreign ministry has expressed its strong opposition to the US over its arms sale to Taiwan and warns that this move will harm China-US ties. 外交部就美国对台军售一事表示强烈反对，警告美国此举将损害中美关系。

16日，美国政府通知国会，决定向台湾出售总额约18.3亿美元的武器装备(notify Congress of a $1.83b deal on arms sale to Taiwan)。这是美方4年多来首次批准大规模对台军售(approve a major arms sale package to Taiwan)。我国对此表示坚决反对。

外交部发言人洪磊称美方此举严重损害中国主权和安全利益(constitute a severe infringement of China's sovereignty and security interests)，敦促美方恪守中美三个联合公报(abide by the three joint Sino-US communiques)，撤销有关对台军售项目(revoke the plan of selling arms to Taiwan)，多做有利于中美关系大局和两岸关系和平发展的事情。

'互认驾照'协议

China has reached a reciprocal driver's license agreement with the United Arab Emirates (UAE), recognizing the validity of driving licenses issued by each other. 中国已与阿拉伯联合酋长国达成了互认驾照协议，将相互认可对方国家所颁发的驾驶证的效力。

Reciprocal意为"互相给与的、互惠的、相互的"，如：reciprocal affection(互爱)、reciprocal help(互助)、reciprocal trade(互惠贸易)、reciprocal agreement(互惠协定)。

中国公安部表示，根据公安部与阿联酋内政部(the Ministry of Interior of the UAE)签署的互惠协定(reciprocal agreement)，持有本国政府颁发的驾驶证的中国或阿联酋公民，可免培训免试(without additional training or test)换领对方国家的驾驶证。该协议将于3个月后生效。

此前，我国与比利时(Belgium)已经实现驾驶证互认换领。
