禁止停车费打折
Policies with good intentions, but the reality sometimes tells a different story. Last year, the Beijing municipal government trialed higher parking fees in several areas. But parking lot operators introduced discounts to offset the cost.
政策本身是好的,但是事实有时却是相反。去年,北京市政府尝试在几个地区提高停车费。但是停车场的经营者则利用打折来抵消这个费用。

These pictures were shot in December, at one of Beijing's most popular shopping plazas - one of the 14 trial areas to raise parking fees last April.

Operator: 25 yuan is the best I can offer.

Operators say they've been forced to provide discounts. As the fees have gone up, their business and their incomes have fallen significantly.

Reporter: So you're making less money?

Operator: Yes. Because 20 percent of the fees go into our pockets.

Some experts say policy-makers are out of touch with the market.

Jia Yuanhua, Prefessor of Beijing Jiaotong University sadi "It is true that parking spaces are a public resource. But they are in most cases leased and run by contractors. So even if the government issues controlling rules, the operators may act differently to make up the loss, in their own way. Because it's their interests that are being jeopardized. "
北京交通大学Jia Yuanhua教授说:“停车位的确是一个公共资源。但是大部分情况下都是由承包商租用经营的。所以,尽管政府采取控制条例,经营者也会相应采取措施弥补这个损失。因为他们的利益受到危害。”
When Beijing decides to expand the parking fee hike to more downtown areas this year, enforcement measures will be put in place, including a hotline to report illegal discounts.

But in the long term, many experts believe better mechanisms to distribute profits and responsibility are needed, if the move is to succeed.
但是从长远来看,很多专家相信如果希望该措施成功实施,就需要有更好的机制来分配利润和责任。
