全国人大为中国改革提供法律支持
Some 3 thousand lawmakers are expected to hear and deliberate the government work report.
They will also examine national economic and social development plan as well as the central and local budgets.
Fu Ying says lawmakers will enact new laws and modify or abolish existing laws, to ensure that all major reforms should be legally grounded.
"Legislative reforms will be centred on the issues of greatest public concerns. All major reforms should be legally grounded to carry out reforms smoothly, and on a legal track."
Fu Ying says laws regarding property taxes and environment protection taxes are high on the agenda.
Environmental protection is a hot issue right now.
Recently, smog has shrouded many cities in China. Air pollution reached the index limit level in some areas.
Fu Ying says smog is a major obstacle to development in some cities in China, and its impact is expanding.
"Environmental protection legislation is a major priority on the agenda of the NPC. Water pollution laws and soil pollution laws are included as they are of great public concern. China will enhance enforcement supervision to oversee air protection laws this year."
Fu Ying also says that the top legislature will improve the quality of its lawmaking by increasing public participation and operability of the laws and regulations.
The NPC will release the draft of laws and regulations to the public, not only after their first reading by the lawmakers, but also after the second one, asking for opinions from all walks of life.
The spokeswoman stresses the NPC Standing Committee will enhance the operability of the laws and regulations by making them more specific and clear.
