Police revealed that gunman, Devin Kelly, escaped from a mental health center five years ago. After sneaking guns into a US Air Force Base and making threats against commanders. It was around the same time that Kelly was court-martialed by the Air Force and later sentenced for assaulting his first wife and infant stepson.However his criminal conviction was not registered in the FBI database used for background checks.

The Air Force admits they never informed the FBI about his conviction. It’s a mistake that allowed him to legally buy the murder weapon.
