VOA常速英语:HRW Report: Myanmar Security Forces Using Sexual Violence as Scare Tactic
Human Rights Watch found that Security forces are using sexual violence to terrify individual Rohingya women and girls and whole communities. “The vast majority of the women and girls that I spoke to were gang raped, sometimes by as many as nine or ten perpetrators,and in all of the cases, all of the cases that I documented there were many soldiers involved.”The Human Rights Watch video features several Rohingya women sharing their stories.

The report came just after Secretary of State Rex Tillerson paid his first visit to Myanmmar, while he did not use the term ‘ethnic cleansing’. Tillerson did express US concerns about serious human rights violations against ethnic minorities.

“The United States welcomes the government’s commitments to allow refugees to voluntarily return and to implement the recommendations of the Advisory Commission on Rakhine State, for creating lasting peace by supporting economic development and respecting the rights of all people in Rakhine State,including those displaced.Such implementation must include a transparent and fully voluntary path to citizenship that is considered credible by all stakeholders. ”
对于缅甸政府承诺允许难民自愿返回并执行咨询委员会关于若开邦的建议美国表示欢迎,通过支持经济发展和尊重包括流离失所者在内的若开邦所有人的权利来建立持久和平。这种实施必须是所有利益方认为可信的而且透明又充分自愿的公民道路。
Myanmar’s civilian leader Aung San Suu Kyi rejected criticism that she has been silent in the face of the horrific suffering of the Rohingyas.“We mustn’t forget that there are many different communities in the Rakhine,and if they are to live together in peace and harmony in the long-term, we can’t set them against each other now. We cannot make the kind of statements that drives them further apart. This is the reason why we are very careful about what is said.”
缅甸的民盟领导人昂山素季对于外界称她对罗兴亚人遭受的痛苦一直保持沉默做出回应。我们必须记住,若开邦有很多不同的社区,如果想让他们长期和平又和谐的相处,我们不能让他们现在彼此对立。我们不能做出那种让他们进一步分裂的声明。这就是为什们我们对所说的话非常谨慎的原因。
Tillerson said he does not think economic sanctions against the entire country are advisable, but we’ll look carefully at legislation being considered by the US Congress.If passed the US would end military training and regional exercises with Myanmar, and reimpose a ban on its lucrative gem trade.A ban lifted last year by then US President Barack Obama.
