Iran rejected the deal, urging for a simultaneous swap of the fuel on its soil.
Western powers led by the United States are promoting sanctions against Iran in the UN Security Council for the alleged development of its nuclear program aimed at building nuclear weapons.
Iran denied the allegations, emphasizing that its nuclear program is only for peaceful civilian purposes.
Amorim arrived in Tehran on Monday morning for a two-day visit which aimed at preparing the ground for the upcoming trip of Brazilian President Luiz Inacio Lula da Silva to Iran.
