奥巴马拟向富人收"巴菲特"税

US President Barack Obama is due to announce his administration's new deficit-cutting plan. Apart from slashing government spending, it's expected the President will propose a "Buffett Tax" on the country's wealthy.

The move aims at ensuring millionaires pay a minimum rate of tax that at least matches that of middle-class families. But raising taxes will likely get stiff resistance from the Republicans.

As part of Obama's deficit recommendations to Congress, the "Buffet Tax" will focus on people making more than 1 million U.S. dollars a year. Such a proposal, among suggestions to a congressional super-committee, is expected to result in up to 3 trillion dollars in deficit savings over 10 years. Previous data suggests the millionaires' rate would affect only 0.3 percent of taxpayers. That's fewer than 450 thousand people in the U.S.

The "Buffett Tax" refers to billionaire U.S. investor Warren Buffett, who wrote earlier this year that wealthy individuals, like him, often pay less in tax than those who work for them due to loopholes in the tax code. He says they can afford to pay more.

Obama will lay out his recommendations in the White House Rose Garden on Monday afternoon. He's expected to urge steps to raise tax revenue without specifying a rate or other details, and to cut government spending. Changes could include reforms to the Medicare and Medicaid government healthcare programs for the elderly and low income earners. The White House has already said Obama will not recommend any changes to the popular Social Security federal retirement plan.
