2012中央一号文件突出农业科技

China’s central government has issued its first policy document for 2012, addressing the future of the country’s agricultural sector, with the emphasis on advancing technology.
中国中央政府发布了2012年第一号政策文件，规划国家第一产业的未来，着重发展科技。

This year’s No. 1 Central Document is the 9th document since 2004 on issues of "Agriculture, Rural Area and Farmers".
今年的第一号中央文件是自2004年以来关于“农业、农村、农民”问题的第九个文件。

At a press conference this morning, Chen Xiwen, director of the Office of Central Rural Work Leading Group, outlined last years’ agricultural achievements.
在今天早上的新闻发布会上，中央农村工作领导小组办公室主任陈锡文概述了去年的农业成果。

Chen Xiwen said, "China’s agricultural sector made three major achievements during the past year. Firstly, China’s grain output increased for the eighth consecutive year. Secondly, farmers’ net incomes rose by more than 13%; and the third was the continuous improvement of people’s livelihoods in rural areas."
陈锡文表示：“去年，中国的第一产业取得三大成就。首先，中国的粮食产量连续八年增收。其次，农民纯收入增加了13%以上，第三，农村地区人们的生活持续提高。”

However, despite these achievements, there’s still some way to go. Han Changfu, Minister of Agriculture has said before that China’s current farming technology still lags behind international peers. And that’s largely because of three major impediments.
然而，尽管取得这些成就，但是仍然有一些路要走。农业部长韩长赋之前表示，中国目前的农业科技仍然落后于国际同行。这主要是因为三大障碍。

Han Changfu said, "Firstly, there are not enough new technological and innovative improvements. Secondly, technology is not promoted enough in rural areas. And finally, there is a great lack of technological personnel in the agricultural sector."
韩长赋称：“首先，没有足够新的技术和创新的改进。第二，科技在农村地区推广不够。最后，农业部门的科技人员奇缺。”

Therefore, science and technology is the key feature of this year’s document.
因此，科技是今年文件的主要特征。

According to the document, China will allocate more resources to enhance the development environment for agriculture, and encourage scientific research and innovation in the agricultural sector.
根据文件，中国将分配更多资源来提高农业发展环境，鼓励农业领域的科研和创新。

Besides technology, the document also includes issues such as enhancing the environment for agricultural development, boosting investment and subsidies in the agricultural sector, and narrowing the disparity between urban and rural parts of China.
除了科技，文件还包括增强农业发展环境、加大对农业部门的投资和补助、缩小中国城乡地区差距等问题。
