欧盟扩大对俄罗斯的制裁

The European Union has agreed to impose further sanctions on Russia for its actions in Ukraine, along with approving financial assistance for Ukraine.
欧盟已同意强加给俄罗斯的进一步制裁，其在乌克兰的行动，以及批准财务援助乌克兰。

The decisions were made at a meeting of EU foreign ministers in Luxembourg on Monday.
该决定是在欧盟外长在卢森堡在周一的会议上作出。

"In light of the latest events, we decided to expand the list of those subject to asset freeze and visa bans......to contribute to reduce the tensions."

EU Foreign Policy chief Catherine Ashton said.

Ashton declined to make public the number or names of any of the Russian officials or citizens affected.

The decision needs to be enshrined in legal documents, which will be drafted quickly.

The meeting also approved a package of macro-financial assistance.

One billion euros of financial support will be provided to Ukraine in loans with a maximum maturity of 15 years.

The assistance comes with conditions, including structural reforms and sound public finances, as well as Ukraine's respect for effective democratic mechanisms.
