名人教英文：改变世界的意念：用手机脱贫

上次提到，前美国总统克林顿创办每年一度的clinton global initiative会议，邀请各界一同寻找解决全球问题的方法。他在《时代》周刊the case for optimism 一文提到五个能改变世界的意念——流动电话、医疗发展、绿色能源、性别平等和交流合作。

先谈流动电话，克林顿说：

forget what you may have heard about a digital divide or worries that the world is splintering (分裂) into "info haves" and "info have-nots". the fact is, technology fosters (促进) equality, and it's often the relatively cheap and mundane (平凡的) devices that do the most good. a 2010 un study, for example, found that cell phones are one of the most effective advancements (进展) in history to lift people out of poverty.

digital divide（数码鸿沟）指各阶层因为使用数码工具的机会不均，获取信息的能力有别，导致贫富差距扩大。haves和have-nots即富人和穷人；info haves和info have-nots即“拥有信息的人”和“缺乏信息的人”。有人认为，随着信息科技发展，财富差距和信息差距互为因果，造成恶性循环。克林顿却认为，科技促进平等。便宜、普通的工具如手提电话，最能帮助人脱贫（lift people out of poverty）。
