VOA常速英语:Former US Ambassador to South Korea Pyongyang Nuclear Program Offensive
North Korean leader Kim Jong-un has conducted more missile launches than either his father or his grandfather.Former US Ambassador to South Korea, Christopher Hill, told VOA via Skype that Kim Jong-un appears to be a belligerent leader.
朝鲜领导人金正恩指导的导弹发射比他父亲或祖父都多,前美国驻韩大使——Christopher Hill通过网络电话接受VOA采访时说,金正恩似乎是一名好战的领导人。
“He does not take any responsibility from that fact that North Korea in September 2005 did agree to abandon all their nuclear programs.”
“虽然朝鲜方面已经于2005年9月份同意放弃他们所有的核计划,但他不想承担任何责任。”
Hill says it is na?ve to think that North Korea has been working on developing nuclear weapons for the past 50 years for defense purposes.
Hill说,认为朝方在过去50年间致力于发展核武器只用于国防目的这一想法太天真了。
“They have very offensive systems in mind and I think the nuclear weapons play a role in that.And I think ultimately what they are trying to do is to create a circumstance where they can succeed in getting the US off the Korean Peninsula, and then they think they could actually you know earns.”
他们有着十分严密的进攻系统,而且我认为核武器在其中起着重要作用。在我看来最终朝方想要做的是创造一个环境,能成功将美国赶出朝鲜半岛,然后他们从中获益。
The US diplomat says the United States has never agreed nor should it to negotiate over joint military drills with South Korea as suggested by China and Russia.In his own talks with North Korea diplomats, he said he explained that North Korea should not worry about being attacked.
这位美国外交官说,美国既不承认洽谈过与韩国的军事演习,也不同意中俄给出的相关建议。在谈到他与朝鲜外交官的会谈时,他说自己曾解释过朝鲜不应该担心受到攻击。
“All of the scenarios for all those exercises start with the premise that North Korea has invaded South Korea not that South Korea has invaded North Korea.So I explained that these exercises are defensive and I told the North Koreans.My only regret is that we didn’t have those exercises in the summer of 1950.”
所有的在这些演习设想都是以朝鲜入侵韩国,而不是韩国入侵朝鲜为前提的。所以我说这些演习是防御性的,我也是这样告诉朝鲜人的。我唯一遗憾的是我们没在1950年的夏天搞这些演习。
With regard to a North Korean missile test, he says the United States should use missile defense only as a last resort.“The North Koreans can get information about our trajectories and how our missiles work, so I think we might want to save that for something for a moment where we feel that the North Korean missile in question is a direct threat.”
谈到朝鲜核试验,他说美方应将核防卫视为最后手段。朝鲜人可以得到我们的弹道和导弹的相关信息,所以我们把这个存储起来防止某个时刻朝方导弹会直接威胁我方安危。
Hill says the United States should join forces with China and North Korea’s other neighbors to find a diplomatic means to get Pyongyang to stop its nuclear programs. But he says a summit with the US and the Chinese presidents should be well prepared.
Hill说,美国应与中国和其他朝鲜邻国联手找到让朝方停止其核计划的外交手段。但他说,中美双方领导人会晤峰会应做好充分准备。
“And it would not be prepared if Trump arrived inside negotiate they just started talking about North Korea. There needs to be a diplomatic mission earlier the kind that Kissinger performed in China and anticipation of President Nixon’s visit.”
如果特朗普毫无准备来到谈判室就开始谈论朝鲜问题,那么结果肯定可想而知。此时需要一个外交使团,就像过去为尼克松总统访华做准备的基辛格来华。
The former diplomat said the United States Department currently lacks a competent team to work on these important issues and it is critical to form one as soon as possible.
这位前外交官说,美国国会目前缺乏一个有能力的团队来处理这些重要问题,关键是尽快组建这样一个团队。
