President Putin has signed a decree recognising the independence of two breakaway regions of Ukraine controlled by Russian-backed separatists.

The decree also says Russian armed forces will perform what it calls "peacekeeping functions" in the two Ukrainian territories.

In a fiery televised address, Mr Putin said the Donetsk and Luhansk areas were ancient Russian territories and he described the Ukrainian government as a puppet regime controlled by foreign powers.
